I am constantly disappointed by how little recycling there is in this state. What could we do to improve the problem?

We need to get all schools (public, charter, and private) to recycle and compost. If a "starve the landfill" campaign (don't remember where I read that) were untaken with the same energy devoted to teaching kids the anti-smoking message, our recycling rates would improve.
